Error 190 - No temperature changes in EVA IN during pipe inspection or wrong address

What does 190 mean?

During a pipe inspection, the EVA IN (evaporator inlet) sensor showed no temperature changes, or an indoor unit with a wrong address is reporting temperature changes.
