The outdoor DC fan motor (specifically the upper one) has a fault. This could be due to loose connections, damaged wiring, a faulty motor, a faulty drive circuit, or a blocked fan.

Reconnect the wiring of the upper DC fan motor.
Inspect the fan for any blockages and ensure it can rotate freely.
Repair or replace damaged wiring.
If the wiring and fan are okay, replace the upper DC fan motor or the Main PCB.
