The indoor unit's upper lamp blinks 16 times and the outdoor P.C. board LED blinks 1 time. This indicates a problem in the outdoor refrigerant system, such as a closed valve or air trapped in the circuit. This is detected based on temperature sensed by thermistors and compressor current.
