The temperature sensor for the upper heating element has failed. The unit cannot accurately measure the temperature in the upper part of the tank, potentially disabling the heater.

Ensure the sensor and its wiring are securely connected.
Measure the resistance of the sensor with a multimeter and compare to the Ohm chart.
If the resistance is out of range, the sensor needs to be replaced.
